Title

Consider a resolution determining that Cash Construction Company provides the best value for the City for the Kenney Fort Boulevard 24-inch Reuse Water Line Extension Project and authorizing the Mayor to execute a Standard Form of Agreement.

 

Body

The Kenney Fort Boulevard 24-inch Reuse Water Line Extension project intends to extend the City of Round Rock’s reuse water system south along Kenney Fort Boulevard to Forest Creek Drive.  At this location, the line will connect to a 16-inch line that was constructed as part of the Kenney Fort Boulevard extension from Forest Creek Drive to Gattis School Road.  Reuse water customers at this south extension could potentially include Cedar Ridge High School, data processing centers, and other future businesses. 

 

Kimley-Horn, Inc. was previously selected to provide engineering design, bidding, and construction-phase services. City Council previously passed a Resolution authorizing City staff to use a Competitive Sealed Proposal (CSP) as the alternative method for this project due to the technical nature of the construction and to provide the best value to the City of Round Rock. The project will utilize the Bureau of Reclamation WaterSMART: Title XVI grant funding for a portion of the construction contract, which will be a reimbursement of 25% of the construction cost for this project.  

 

The project was advertised on August 27, 2025, and stayed open for six weeks. On October 15, 2025, fifteen (15) proposals were received. The highest-ranking offeror, Cash Construction Company, is recommended for award. The contract time is 395 days and is anticipated to begin in January 2026 and conclude in February 2027. This request is to authorize the award of a construction contract to Cash Construction Company for $5,125,550.

 

Cost: $5,125,550.00
