It is time to nominate board members to the Williamson Central Appraisal District. A second action to vote for the board of directors will come before Council in November. Staff recommends nominating Lora Weber for a 3-year term. Ms. Weber currently serves on the board as Vice Chairman. She was first elected in November 2020.
The Williamson Central Appraisal District (WCAD) is responsible for appraising property in the county at its market value for property taxation purposes. Each CAD has a nine-member board of directors that sets policies for the WCAD and hires the Chief Appraiser. The board also approves the WCAD annual budget, which is funded by pro-rated assessments of the taxing entities in the county. In addition, the board appoints the Appraisal Review Board, a quasi-independent group that hears and rules on property tax protests. The WCAD board is instrumental in development and maintaining an appraisal district that is well managed and fair to both individual taxpayers and the entities that depend upon property tax revenue to fund local government operations.
New state laws effective January 2024 have transitioned CADs to the new 9-member board structure consisting of 3 members elected at large, 5 members selected by the taxing entities and the county tax assessor/collector. The full implementation is still in transition; therefore 3 of the 5 entity-selected members will serve 3-year terms starting in January 2025, with the remaining 2 to serve single year terms. After these initial one and three year terms, the members will serve staggered 4 year terms.
