Title
Consider a presentation regarding, and a resolution approving the Capital Improvements Plan Progress Semi-Annual Report regarding Roadway Impact Fees from the Capital Improvements Advisory Committee.

Body
The November 2, 2023 Roadway Impact Fee Study included some project descriptions which amounted to scriveners errors in the representation of projects in the maps which if changed will represent approved Development Agreements and the CIP the City is working towards in implementation of the Transportation Master Plan and Roadway Impact Fee 10-year CIP.

CIAC met on May 1st to consider and approve the semi-annual report and unanimously approved to forward to City Council for approval.

The changes to the Fee Study will not affect the Service Units or Cost Per Service Unit used in Roadway Impact Fee Calculation, therefore will not affect the maximum rate, fee calculation or percentage rates utilized in the Roadway Impact Fee.

Project Changes proposed the maps of the November 2, 2023 Roadway Impact Fee Study:

Project B21 Wallin Bradley from College Park to A.W. Grimes
Now a 4-Lane enhanced from 4-Lane proposed
Will now match the Avery Centre PUD

Project B49 Wallin Bradley from College Park to Wallin Bradley (Future)
Now a 3-Lane proposed from a 4-Lane proposed
Location of termination moved from Avery Nelson to Medical Center.
Will now match the Avery Centre PUD

Project B32/D25 Old Settlers from Sunrise to CR 110
6-Lane Enhanced reduced to 4-Lane existing from Kenny Fort to Red Bud
4-Lane proposed from Red Bud to CR 110.
Will now match the CIP project for the extension of Old Settlers Boulevard.

There are no impacts to the Land Use Assumptions or Methodology for Roadway Impact Fee Calculation. The adoption of the Roadway Impact Fee was completed as a percentage of the maximum fee per service unit and these changes do not affect the percentages.
