Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 5 with Austin Underground, Inc. for the Lake Creek Wastewater Line Replacement Project.

The Lake Creek Wastewater Line Replacement Project continues the City's efforts to provide adequate wastewater service capacity to the developing Southwest area of Round Rock. The project consists of replacing approximately 5,500 linear feet of 15-inch wastewater line with 24- inch wastewater line along Lake Creek beginning at Round Rock West Drive and extending eastward to south of McNeil Road.
On September 13, 2022, the department received five bids for the Lake Creek Wastewater Line Replacement project. The construction contract with awarded to the low bidder, Austin Underground, Inc., for $3,591,170.
Change Order/Quantity Adjustment (CO/QA) No. 1 was needed due to Union Pacific Railroad requiring the thickness of encasement pipe under railroad be increased from 0.50-inch to 0.625-inch wall thickness. This change affected 430 linear feet of encasement pipe. This increased the contract from $3,591,170 to $3,613,934.20.
CO/QA No. 2 was needed for asphalt and sidewalk repairs at Round Rock West Drive. This increased the contract from $3,613,934.20 to $3,629,915.83.
CO/QA No. 3 included the addition of a small section of the Lake Creek Trail which was constructed by Austin Underground to avoid a timing conflict between the wastewater project and the trail project. The change order also included the addition of two air vents and additional time associated with getting railroad approval of a specific installation method. The change order also included a reduction in the amount of revegetation required. With the wastewater project and the trail project overlapping, the majority of the revegetation had been removed from both projects and was completed by a third-party contractor.
