Title

Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County regarding the North Mays Extension Project.

 

Body

This is an interlocal agreement (ILA) between Williamson County (WilCo) and the City of Round Rock (CORR).   WilCo, in partnership with CORR, has been leading the design of Mays Street north from Paloma Drive to Oakmont Drive.  This segment of Mays Street is included on the Transportation Master Plan, and was specified in a previous county bond election for mobility. It is regionally significant as north-south connectivity parallel to IH-35.  This project (the "Interim Project") is less than one mile in length and includes the design and construction of two lanes of North Mays Street of the ultimate four lane divided roadway from Paloma Drive to Oakmont Drive with a four-lane (4-lane) bridge, of approximately 1,220 feet long over Chandler Branch.  Design is underway by WilCo's consultant, LJA Engineering, and is anticipated to be completed Fall 2017 with construction anticipated to begin Early 2018.

 

WilCo agrees to be responsible for all costs related to: (a) the design, (b) right of way acquisition, except any right of way being acquired by plat, (c) utility relocation, and (d) construction of the Interim Project, (2 lanes).  CORR will contribute credits needed for fill within the Upper Brushy Creek Water Control and Improvement District (WCID) Inundation Easement (the "Inundation Easement"). These credits significantly decreased the total length of the bridge thereby considerably decreasing the bridge cost. The County will not be responsible for any mitigation payments for any fill within the Inundation Easement.  CORR also agrees to allow the County to construct the Interim Project within the City limits. 

 

The estimated construction cost for the project is approximately $10.5 million.  CORR's actual monetary cost for this project is $0.
