Consider a resolution authorizing the Mayor to execute a Professional Consulting Services Agreement with Waeltz & Prete, Inc. for the Old Settlers Park - Lakeview Area Project.

This item will allow Waetz & Prete to continue their design of the stage area. Originally, Waeltz & Prete was under contract to permit the stage through WCID. However, since the bond passed, PARD has expanded his scope to include the stage, pavilion, restroom, Joanne Land Playground relocation and surrounding landscape improvements. Many of these projects are also within the WCID inundation easement so it makes sense to include those items in Waeltz & Prete's scope. This will limit the number of applications and plan review/approvals through WCID. The original contract with Waeltz & Prete only included permitting (not bidding and construction administrationn) and will be terminated with the remaining scope and balance will be transferred to this new contract.

Currently, the City hosts 3 major events where a stage rental is required - Juneteenth, July 4th, and Light up the Lake. On average, the City spends over $100,000 annually on the stage rentals for these events. By constructing a permanent stage structure, the City will save the annual rental fees, as well as gain some revenue from pavilion rentals since the stage will operate as a pavilion when not in use for City events. Additionally, the City will be able to relocate events that have outgrown the downtown area to this location, allowing for continued growth. In addition to the stage, this project includes the design of a much larger pavilion and restroom that will be able to host the events and concerts at the park. It will also include infrastructure to allow the restroom to be removed from a septic system. Finally, the project will include electrical improvements, landscape improvements, and the relocation of the Joanne Land Playground.
