Consider public testimony regarding, and an ordinance amending Zoning and Development Code, Chapter 2, Article II, Sections 2-20 and 2-26, Code of Ordinances (2018 Edition) regarding Townhouse (TH) District requirements. (First Reading)*

The TH (Townhouse) zoning district is to be amended in two ways: (1) Increase the maximum height of townhomes from 2 ½ stories to 3 stories, with special standards required when 3-story units are adjacent to single family, or two family uses; and (2) Allow up to 5% of the total number of townhouse units to be within a structure which contains two connected units instead of three connected units. A townhouse is defined as three or more connected units. Developers have requested flexibility to allow them to make efficient use of their development sites.
When 3-story townhouses border existing or planned single family or two family uses, a pre-cast concrete or architectural concrete masonry unit (CMU) fence and landscape buffer are required in a 20-ft. building setback. All buildings must be oriented so that no front or rear of the structures face the adjacent existing or planned single family or two-family lots and no balconies may face the adjacent existing or planned single family or two-family lots.
The Planning and Zoning Commission held a public hearing and voted 9-0 to recommend approval of the code amendments at their meeting on January 12, 2022. There were no speakers at the public hearing.
