Consider public testimony regarding, and an ordinance approving Amendment No. 1 to Planned Unit Development (PUD) No. 125 to allow for urban multifamily development, located south of Gattis School Road and west of Westview Drive. (First Reading)*

This application was made by Brian Crowell of Maverick Development Group. The 47.94-acre property was annexed into the City and zoned as PUD (Planned Unit Development) No. 125 (Westview South PUD) in March of 2021. The land uses in the PUD were predicated on the planned construction of Kenney Fort Boulevard, which changed the development potential of the property. The ultimate design of this roadway is for a limited-access, six-lane divided major arterial.
The land uses in the PUD are divided into three parcels:
· Parcel 1 (15.26 acres) is designated for general and mid-rise office, low density multi-family and senior residential uses, along with retail sales and services limited to personal services and restaurants without drive-through service.
· Parcel 2 (~8.5 acres) is designated for general commercial uses.
· Parcel 3 (~21.5 acres) is designated for general office, low density multi-family, senior residential and single-family common lot uses.
The proposed amendment is for Parcel 1, 15.26 acres of the PUD. It proposes to add high density multifamily uses to the currently allowed land uses on the parcel. The standards of the MF-3 (Multifamily - Urban) district will apply. The proposed project includes:
· A maximum of 1,200 multifamily units
· 100% of the residential parking requirement will be in a parking structure that is directly attached to the residential structure
· Buildings oriented with their front entrances facing Kenney Fort Boulevard.
· Landscape buffering along Kenney Fort Boulevard, between the buildings and the roadway
· Dedication of an access easement from Westview Drive to Kenney Fort Boulevard
