Background: Texas municipalities may adopt newer editions of the building codes approved by the State legislature. Under Texas Local Government Code Sections 214.212-214.216, cities that regulate construction must adopt a version of the International Building Code (IBC) and related standards such as the International Residential Code (IRC). Using the most current code helps cities comply with state requirements, avoid conflicts with laws or insurance standards, support the safe use of modern materials and construction methods, and keep pace with changing technology. Round Rock has been utilizing the 2015 Editions of the international codes, putting it behind all other local municipalities.
Proposed Revision: Staff proposes to amend the Zoning & Development Code by considering the adoption of the 2024 Editions (with amendments) of the International Mechanical Code; International Fuel Gas Code; International Plumbing Code; International Building Code; International Existing Building Code; International Residential Code; International Energy Conservation Code; International Swimming Pool and Spa Code; and International Green Construction Code. An updated edition of the International Fire Code is also proposed for adoption in a separate agenda item.
Justification: The city seeks to align with surrounding municipalities that have adopted updated national model codes to enhance building safety within the community and address shortcomings in earlier versions of the code.
