Consider a resolution authorizing the City Manager to issue a Purchase Order to Parsons Commercial Roofing, Inc. for the purchase of roofing materials and labor for the Central Fire Station.

With this purchase order, Parsons Commercial Roofing, Inc. will replace existing roof at Central Fire Station. Parsons will tear off existing roof and insulation down to metal deck and remove coping cap. Then they will mechanically fasten 3.5" polyisocyanurate (ISO) insulation in accordance with membrane manufacturer specifications. Contractor will furnish and mechanically fasten a 50 mil single-ply membrane roofing system manufactured by Duro-Last Roofing, Inc. This quote includes a 20 year warranty.

By Texas Government Code, we can use Cooperative Agreements.several benefits to the City.

Basically, aggregated purchases established contracts results in (1) reduced costs, (2) decreased administrative costs, (3) maximized value, (4) established vendor management and oversight, and (5) an advocate on an enterprise level.

We utilize Cooperative Agreements and other contractual resources for volume purchasing power, aggregated by the size of the Cooperative, which provides each individual Municipality with savings that we would not have been able to achieve on our own. This alone is a tremendous benefit. Using a Cooperative or any established Contract allows the City to realize superior pricing. In addition to up-front pricing discounts, many Cooperatives provide lower costs in other ways, such as add on’s, rebates for certain products, and/or patronage discounts. As a City, we can take advantage of efficient methods to reduce total cost and extend efficiencies.
