Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County regarding the construction of Arterial H from the Mayfield Ranch Subdivision westward across the Williamson County Southwest Regional Park to CR 175.

RMD Holdings, L.P. (Developer) has acquired and plans to develop a 28.26 acre tract of land (known as the Palmer Tract) located on the northwest corner of the City of Round Rock's ETJ.  This property is located on the east side of County Road 175, north of Vista Oaks MUD, and south of the Williamson County Southwest Regional Park.  The property is not currently located in the City Limits but there are plans to present this tract of land to the City Council for voluntary annexation into the City of Round Rock.  Because of the location of the Palmer Tract, there a number of items that the City and County have agreed to, which are listed as follows:

·      Arterial H will be designed ultimately as a four-lane roadway from Mayfield Ranch subdivision westward to CR175.  The County will design four lanes of the Project and construct two lanes initially along the north side of the right-of-way.  The County agrees to deed the Arterial H right-of-way to the City prior to road construction to enable the City to annex 26.8 acres at the intersection of the proposed Arterial H and CR175.  Construction of the first two lanes will be the responsibility of the County.

·      City agrees to annex the Arterial H right-of-way and to assume operation and maintenance of the first two lanes of Arterial H after the project is complete. The final two lanes of Arterial H will be constructed by the City at a future date, as necessary.

·      The City has plans to extend a waterline from CR175 to the Mayfield Ranch subdivision.  In order to meet this need of the City's water distribution system, the County will allow for a 16-inch waterline to be constructed within the Arterial H right-of-way.  The County will include ...
