Consider a resolution authorizing the Mayor to execute an agreement with Master Meter, Inc. for the purchase of an automatic meter reading system.

 

Body

The City is in the process of expanding our automatic meter reading (AMR) system to remotely read water meters.  Manual meter reading is a resource intensive and time-consuming task.  AS the number of water accounts increase, the City can choose to increase manpower, change reading intervals, or adopt new technology.  As the City grows, the demand on monthly meter reading and accuracy will increase.  The benefits of this program will ultimately allow customers to obtain real-time water usage which will assist in the City’s water conservation efforts.

 

Back in 2009, the City conducted a Request for Qualifications process to ensure that the City selected the best meter manufacturer to meet our plan of converting the entire water distribution system over to an AMR system.  The City selected Master Meter, Inc. in this process based on the City’s previous experience with them as well as their advanced meters and supporting network communications system, which is commonly referred to as Advanced Metering Infrastructure. Over the past several years, the City has been converting our water meters over to the AMR type and since 2009, the City has converted over 99% of our water meters to AMR. 

 

The City and Master Meter, Inc. would like to enter into this agreement for new pricing for the various size water meters.  These cost will be used for new meter purchases for new developments within the City as well as the City’s cost to purchase new replacement meters in the system. This initial term of this agreement is for 5 years and may be renewed for two successive 12-month terms.
