Consider a resolution authorizing the City Manager to execute the 2015-2016 Community Development Block Grant (CDBG) Agreement with the U.S. Department of Housing and Urban Development.

 

Body

The Community Development Block Grant Program (CDBG) was developed in 1974 and works to ensure affordable housing and to provide services to the most vulnerable in our communities.  CDBG is an important tool for helping tackle serious challenges facing our community.  To be eligible for CDBG funding, activities must meet one of the three national objectives of the program which are 1) benefit low to moderate income persons 2) prevent slum or blight 3) meet an urgent need.

 

This resolution will authorize the City Manager to execute a Funding Approval Agreement with the U.S. Department of Housing and Urban Development Community Development Block Grant Funds for Program Year 2015-2016 in the amount of $570,575.  These documents constitute the contract between the U.S. Department of Housing and Urban Development and the City of Round Rock for use of Community Development Block Grant Funds.  The program also requires Council to approve the program budget, which is submitted as a separate agenda item.

 

The 2015-2016 Program Year is the Second Year in the 2014-2018 Five Year Consolidated Plan.  In this 2015-2016 Program Year Annual Action Plan, funds are allocated to Public Services, Domestic Violence Shelter Improvements and Neighborhood and Public Facility Improvements and Program Administration.  The 2015-2016 Annual Action Plan was approved by City Council by Resolution No. 2015-2623 on July 23, 2015. 

 

Individual recipient contracts over $50,000 will also come to Council for approval.
