Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with CDM Smith Inc. for the Water Treatment Plant & Lake Georgetown Pump and Power Modifications Project.

The City has nine pumps located at Lake Georgetown that send water to the City's Water Treatment Plant (WTP). The Motor Control Centers (MCC) for three of these pumps (pumps 4-6) were installed in the 1980's and are in need of replacement.
In addition, at the City's Water Treatment Plant (WTP), there are 11 High Service Pumps (HSP) that pump potable water into the Water Distribution System. HSPs number 1 thru 6 were installed in the 1980's and the motors and MCC's are also in need of replacement.
At both locations, the City will also evaluate and upgrade alternative power sources in order to protect the City from unforeseen emergencies. This will include adding/replacing emergency generators in case of power outages. In addition, the generators will have manual switches replaced with automatic transfer switches.
CDM Smith, has been the design engineer at the City's WTP and Lake Georgetown intake facility since the early 1990's and is familiar with both locations. The Utility Staff recommends the City Council approve a resolution engaging CDM Smith in a contract for Professional Services in the amount of $98,973 for the delivery of a Preliminary Engineering Report to evaluate these alternatives to be followed by a Supplemental Agreement for Design and Construction Services should the City decide to replace this outdated equipment.
