Consider a resolution authorizing the Mayor to execute a Professional Consulting Services Agreement with H.W. Lochner, Inc. for the RM 620 Project (relocation services only).

Body
The RM 620 Safety Improvements project from Deep Wood Dr to IH 35 will improve safety and enhance mobility in the project area. The project includes a bridge to carry RM 620 traffic over the Union Pacific Railroad (UPRR) and Chisholm Trail Road. In order to maintain access to businesses and residences in the vicinity of the proposed bridge, at-grade local access roads will be constructed between Lake Creek Drive and Chisholm Trail Road. A second bridge is proposed to carry RM 620 traffic over Lake Creek Drive.

Federal environmental clearance has been received and right-of-way (ROW) acquisition has now commenced. Recently, TxDOT agreed to enter into a reimbursement agreement with the City of Round Rock (CORR) to commit funding toward applicable ROW acquisition and relocation of utilities for this project. TxDOT will reimburse the CORR for ROW acquired and payments to utility owners after the date of the agreement in an amount not to exceed ninety percent (90%). This agreement requires the CORR, on behlf of TxDOT, to engage relocation assistance for persons displaced from a residence during the ROW acquisition process.

This professional consulting services contract with H. W. Lochner, Inc. will provide the necessary relocation services related to ROW acquisition for the RM 620 Safety Improvements project including locating, evaluating, and maintaining files on comparable available housing; calculating replacement housing supplemental benefits; notifying resident of requirements to vacate; performing inspection of replacement housing; coordinating moves with displaced homeowner and moving companies in accordance with CORR and TxDOT procedures; attending property closings if requested by CORR; and processing all required paperwork and payments in accordance with CORR and TxD...
