Title

Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with HDR Engineering Inc. for Brushy Slopes Drainage Improvements Work Authorization.

In 2014, City staff worked with Halff Associates, Inc. to complete a Stormwater Master Plan (SMP). The SMP focused on the major network of the City's drainage systems - the creeks, floodplains, and major detention areas. Typically, creek flooding is the most dangerous and effects a greater number of homes and infrastructure. The SMP developed a Capital Improvement Plan (CIP) based on the existing conditions for 65+ stream miles, the updated watershed models developed by UBCWCID, and historical observations. 

Brushy Slopes Drainage Improvements is one of the CIP projects that was identified within the SMP.
The project is located East of Georgetown Street and parallels the south side of Palm Valley Boulevard.
The project includes several stormwater issues along Brushy Creek, Tributary 39, and localized areas within the residential subdivision. Brushy Creek is experiencing severe bank erosion and many of the residents along Brushy Creek Drive are losing property and fence lines due to the encroaching bank. All the storm water issues are interrelated.  The collection and conveyance system in the subdivision is all surface flow and there are no inlets or buried stormwater pipes in the subdivision.

The City is recommending contracting with HDR to help evaluate and design the most practical solutions to these issues mentioned above.  HDR staff is experienced working with creek restoration, stabilization and residential collection and conveyance systems. They will work alongside city staff to develop the most practicable solutions to ensure that each issue is corrected.  Staff is optimistic that creative solutions and value engineering will allow for the completion of Brushy Slopes Project.
