Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Capital Metropolitan Transportation Authority for transit services.

 

Body

Following completion of the Transit Master Plan in November 2015, the City Council directed staff to confirm the results of the study in early 2016. The Transportation Department confirmed the information presented in the study and submitted for a new program in the fiscal year 2017 budget, which was subsequently approved by City Council, as a one year pilot. Since the City and Capital Metro desire to partner to provide effective public transportation in Round Rock and throughout the region, this Interlocal Agreement details the responsibilities of each party.  Capital Metro will be responsible for operating all aspects of the transit service, including providing the buses, bus operators, bus maintenance, and partnering on marketing and information technology.  The City is responsible for oversight and compliance with Federal Transit Administration requirements.  Although it is understood by both parties that the service is being initiated as a one year pilot, the agreements have been prepared as a 5 year term to best correlate with the study results and to be prepared for continuation of the service after the first year. Both parties understand that the service could be curtailed after the pilot period with no further obligation. The cost for five years of service is $4,669,337, which will be partially funded by funds from the Federal Transit Administration.
