Title

Consider an ordinance amending the City of Round Rock Design and Construction Standards - Utility Criteria Manual, Section 1 - Water, Reuse Water, and Wastewater. (First Reading)*

Body

The City has Design and Construction Standards (DACs) for Standard Specifications, Drainage, Transportation, and Utilities.  These standards govern most of what is designed and built within the City Limits although there are occasional exceptions allowed.  These revisions pertain to the Utilities Criteria Manual. The Utilities DACs are revised periodically and this section was last updated in April of 2014.

Since that time, there have been several changes at the City of Round Rock which impact the Utilities DACS.  The following are the most significant changes that are being recommended to the Utilities DACs:

                      - Consolidation of Section 1.5.0 Lift Station Review, Approval, and Acceptance into Section 1.6.3 Wastewater Systems.  This change was made to make the document more organized and easier to use.

                     - Another significant change to this document is the effort to create a design document that is more consistent and concise.  The proposed changes should bring the DACs into alignment with the construction details and eliminate ambiguities both from within the document and with other City ordinances.

                     - A major revision and update to the Water Reuse sections that were added for the first time in 2014 is also included in this document.

All of the revisions were conducted with collaboration from the Planning & Development Services and the Transportation Departments by an interdepartmental committee headed up by the Utilities & Environmental Services Department.  A 60-day Public comment period was provided for comments to be submitted.  This was conducted by placing notice on the City’s web-site as well as distribution through a select email list in a development newsletter through the Communications Department in late December 2016.
