Title
Consider a resolution authorizing the Brushy Creek Regional Utility Authority to enter into an Engineering Services Contract with Walker Partners, LLC for the Phase 1C Water Treatment Plant Expansion and Phase 2 Land Rights and Stakeholder Coordination Project.

Body
The BCRUA has completed negotiations with Walker Partners, LLC on a Professional Engineering Services Agreement for the Phase 1C Water Treatment Plant Expansion and Phase 2 Land Rights and Stakeholder Coordination. The agreement is divided between two key tasks:

Task 1 includes design services for the Phase 1C water treatment plant expansion, including overall project management, design, bidding, agency and stakeholder coordination, and special services (Construction administration services will be addressed separately during the award of construction bid in 2018). This phase will be paid as a lump-sum based on the engineer’s estimate of the percentage of the total services for each task described in the contract. The total negotiated lump sum amount for this task is $1,763,900. Round Rock is 26.67% of this phase which equals $470,432.12 of this contract.

Task 2 includes services for the Phase 2 Land Rights and Stakeholder Coordination effort, including project management, right of way and land acquisition efforts, agency and stakeholder coordination, and preliminary design updates. This phase will be paid on a time and materials basis by both the engineer and the engineer’s consultants. The amounts billed will be based on the cumulative hours charged to the project during the billing period by each class of the engineer’s employees, times standard hourly rates for each applicable billing class, plus reimbursable expenses, and engineer’s consultant’s charges. Amounts payable to the engineer for reimbursable internal expenses and the engineer’s consultants expenses will be subject to a 5% overhead factor.
