Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with Alan Plummer Associates, Inc. for the East Wastewater Treatment Plant Expansion Project.

The cities of Austin, Cedar Park, Leander, and Round Rock have an executed Master Agreement which enters these cities into a regional wastewater collection and treatment system named the Brushy Creek Regional Wastewater System(BCRWWS). These cities want to increase the capacity of the treatment system to accommodate growth from the current 24.5 million gallons per day (MGD) to 42 MGD by increasing the capacity of the East Regional Wastewater Plant (WWTP). The East WWTP is currently rated for 21.5 MGD and the West WWTP is rated for 3.0 MGD. The capacity increase at the East WWTP will be accomplished by performing two tasks.
The first task, which has already been approved and permitted by TCEQ, is to rerate the existing East WWTP by constructing plant modifications. This will increase the capacity of the plant by 3.5 MGD to a total of 25 MGD. The second task is to add a treatment train in order for the East WWTP to be expanded by 14 MGD. These two tasks will be combined into one large design and construction project called the BCRWWS East WWTP Expansion project.
This engineering contract is with Alan Plummer Associates, Inc. (APAI) to perform the preliminary engineering work necessary prior to final design to determine the best possible option for the rerate of existing facilities and addition of new facilities to expand the East WWTP capacity. This report will include testing and control for potential odor leaving the plant, the best way to treat waste solids, as well as what treatment processes will work best to fit our revised permit standards. This contract for engineering services is for $1,662,593. The City of Round Rock will manage the contract for the regional partners as was determined in a previously approved Interlocal Agreement.
