Specifications for the Clearwell No. 1 Ground Storage Tank (GST) Rehab 2017 project are currently being assembled by HOT Inspection Services. The project consists of replacing the existing roof due to interior corrosion and replacing the coating. The roof replacement is a critical portion of the project and the Utility Staff would like the flexibility of using the Competitive Sealed Proposal delivery method of selecting the most qualified contractor available. The staff understands that the coating contractors will want to bid the job and sublet the steel fabrication of the roof to the lowest bidder. We believe it is necessary that the bid process should allow the City to contract this project with the best "qualified" low bidder as opposed to the "lowest bidder" to provide the most value to the City of Round Rock.
The City's Utility Staff requests and recommends the City Council to authorize the Competitive Sealed Propsal as the delivery method for the Clearwell No. 1 GST Rehab 2017 project.
