Consider a resolution authorizing the Mayor to execute a Contract with Chasco Constructors, Ltd., LLP for the Clay Madsen Soccer Field Project.

This item will authorize the Mayor to execute a contract with Chasco Constructors for the Clay Madsen Soccer Field Project. With the conversion of Luther Peterson Park to a City facility, the City will lose five soccer fields. In order to support league play, it is necessary to replace these fields. The Clay Madsen Soccer Field Project will develop the vacant land next to the Clay Madsen Recreation Center and provide two full-sized soccer fields and additional parking.
Items in this bid include site preparation, installation of a construction entrance, erosion and sediment control measures, grading, installation of sod and irrigation system, and construction of an asphalt parking lot and concrete sidewalk.
The City used the Competitive Bidding Method procurement method set forth in Section 2269.101 of the Government Code. A City can consider the following criteria in awarding a contract under Chapter 2269:
(1) the price;
(2) the offeror’s experience and reputation;
(3) the quality of offeror’s goods or services;
(4) the impact on the ability of the governmental entity to comply with rules relating to historically underutilized businesses;
(5) the offeror’s safety record;
(6) the offeror’s proposed personnel;
(7) whether the offeror’s financial capability is appropriate to the size and scope of the project;
(8) any other relevant factors specifically listed in the request for bids, proposals or qualifications.
The City received a total of four (4) bid responses as follows:
1. Smith Paving - $614,177.81
2. Chasco - $639,915.50
3. Fazonne - $784,373.21
4. DeNucci - $995,904.00
