Consider an ordinance amending Chapter 32, Sections 32-22, 32-28, and 32-29, Code of Ordinances (2010 Edition), regarding garbage regulations. (Second Reading)

 

Body

The following amendments are being proposed to Chapter 32-22 of the City’s Code of Ordinances in order to clarify what refuse is acceptable versus not acceptable at the curb for residential refuse collections.  If the accumulation of refuse will not fit within the City-supplied container, Customers may place a limited amount of refuse next to the container that meets the following requirements:

 

                     Whenever possible, the excess refuse must be placed in a sturdy securely fastened plastic bag.

                     Leaves and grass clippings shall be placed in the container or in plastic bags.

                     Excess refuse such as tree limbs, paper boxes, and scrap lumber must be neatly stacked in a bundle not exceeding four feet in length, width, or height.

                     Each bag or bundle shall not exceed 40 pounds.

                     No more than seven such items may be placed at the curb per collection day.

 

The City or its Contractor will collect refuse from Residential Customers once weekly and it shall be the duty of the person of owning, occupying, managing, operating, leasing, or renting the premises to place the refuse at the curb on the street prior to 7:00am on the day established for collection.

 

Heavy accumulation of items such as brush, broken concrete, ashes, appliances, sand or gravel, automobile frames, dead trees, bulky items, or any excess refuse exceeding the limits as outlined above this material, shall be disposed of at the expense of the owner or persons controlling the property.  Upon the request of the owner or occupant of the residence, the City’s contractor may pick up tree trimmings and/or brush at the owners expense.
