Consider a resolution authorizing the Mayor to execute a Standard Form of Agreement between Owner and Contractor with SKE Construction, LLC for Eagles Nest A/C Waterline Replacement Phase 5 Project.

Based on the history of asbestos-cement (A/C) waterline main breaks that have occurred within the City, staff has identified these areas and developed a program to replace these water mains. Beginning in 2007, the City awarded construction contracts to replace existing A/C waterlines in these problem areas by means of pre-chlorinated pipe bursting. This technique allows less impact to City customers by allowing the waterline to be out-of-service for a short period of time. To date, there have been six projects that have been completed replacing approximately 60,000 linear feet (LF) of existing A/C waterlines with High Density Polyethylene (HDPE) pipe. This project will consist of replacing approximately 13,800 LF of A/C waterlines. This includes 12,143 LF of existing 8-inch lines and 1,565 LF of existing 12-inch lines which will complete the A/C waterline replacement in the Eagles Nest Subdivision.
The Utility Staff has met with the Gordian Group and the City's Purchasing staff and our staff wishes to enter an ezIQC Buy Board Contract facilitated by the Gordian Group, a job order contracting firm, by means of a Purchase order. The Purchase order shall be for $1,638,592.11
