Title

Consider a resolution authorizing the Mayor to execute a contract with T. Gray Utility & Rehab Co., LLC for the Wastewater Siphon Box Rehabilitation Project.

Body

The City operates three inverted wastewater siphons within the collection system. Siphons allow the wastewater to travel uphill based on the head pressure in the wastewater line. Two of the siphons are located along the 48” Chandler Creek Wastewater Interceptor and the third siphon provides wastewater service to the Forest Bluff Subdivision.

In October 2000, the Chandler Creek 48-inch wastewater interceptor was constructed by the Lower Colorado River Authority and included two inverted siphons that cross Chandler Creek. One inverted siphon is located near the Chandler Creek Municipal Utility District and the other siphon is located east of Kenney Fort Crossing. The Forest Bluff inverted siphon which consists of 6-inch and 8-inch lines were constructed in February 1997 and cross Brushy Creek.  Recent inspections of the siphons indicate a need to rehabilitate all three siphons.  The Chandler Creek siphons require replacement of the slide gates and manhole covers as well as the cleaning of the siphons and interior coating of the manholes.  The Forest Bluff siphon will require rehabilitation to the two wastewater lines that cross Brushy Creek.

Three contractors submitted bids for this project. The low bidder was T. Gray Utility Company in the amount of $793,000. Construction performance references by our design services engineer, CP&Y, indicated satisfactory results. Staff recommends approval of this contract to T. Gray Utility Company for the Wastewater Siphons Rehabilitation Project.
