Consider a resolution authorizing the Mayor to execute an Interlocal Agreement Regarding Treatment Plant Management and Operation with the Cities of Austin, Cedar Park, and Leander.

 

Body

The City of Round Rock is one of four Cities that are members of the Brushy Creek Regional Wastewater System (BCRWWS). The BCRWWS collects wastewater from the City of Round Rock, the north end of the City of Austin, and most of the Cities of Cedar Park and Leander. The system then treats the wastewater at one of two wastewater treatment plants (WWTPs), known as the East Plant and the West Plant. The BCRWWS has been operated by the Brazos River Authority (BRA) since 1997 on behalf of the partner Cities that own the system.

 

One of the two WWTPs, the East WWTP, is currently undergoing design for a plant expansion from 21.5 million gallons per day (mgd) of rated treatment capacity to 30 mgd. This expansion will be completed in the new few years. The partners have agreed that the City of Round Rock will take over the operations for the BCRWWS since the City owns a majority of the system, and because the two WWTPs are located inside the City limits of Round Rock. The City plans to take over operations from BRA starting October 1, 2018.

 

This Interlocal Agreement (ILA) outlines all of the terms and conditions for the City of Round Rock to take over operations of the BCRWWS. Each of the partner Cities staff have approved this ILA and will be presenting the ILA to their City Councils for approval in the next month.
