Consider a resolution authorizing the Mayor to execute an Agreement with TEGSCO, LLC dba AutoReturn for Towing Management and Logistic Services.

 

Body

The proposed contract with TEGSCO, LLC AutoReturn would provide dispatch and wrecker management services for the Round Rock Police Department.

 

The Police Department currently maintains a rotation list of wreckers who can be contacted by the Department to respond for “non-consent” tows, which are vehicles towed for any kind of law enforcement purpose. Non-consent tows include the towing of abandoned vehicles, vehicles towed following an arrest, stolen or recovered vehicles, and vehicles towed for parking violations.

 

The AutoReturn service takes over the logistical component of the administration and dispatch of the wreckers, which is currently performed by RRPD Public Safety Communications Operators. If an officer requests an non-consent tow, AutoReturn is contacted through its ARIES/DISPATCH software, and the company dispatches a wrecker to complete the towing service. 

 

Under the contract, AutoReturn will enter into a subcontractor agreement with Aus-Tex Towing and Recovery for the towing and impoundment of all of the City’s non-consent tows. For all other tows, AutoReturn will use the most-current rotation list provided by the Department. 

 

The towing company will charge a $25 administrative fee, and it will pay AutoReturn $22 of this fee. If a vehicle is towed to the Police Department, the Department will pay the fee. There is no other cost to the City associated with the service.
