Consider an ordinance adopting the Parks and Recreation Master Plan Update titled "Playbook 2030: Building a Connected Community." (Second Reading)

This item formally adopts the PARD Master Plan update.  The Master Plan was originally drafted in 2009 and most recently underwent an update in 2012.  PARD updates the Master Plan every 5 years in order to ensure that the department vision accurately represents current priorities and reflects current needs and desires of the residents.  This current update focuses primarily on meeting residents needs for adequate parkland space and amenity types, recreation programs, and trail corridors and connectivity.  The plan thoroughly evaluated the current state of PARD and performed a needs assessment based on public input, an access audit which took into consideration the quality and location of parks and services, and an assessment of significant natural resources (like creek corridors).  After establishing where the gaps in service between current state and desired state exist, the Plan offers recommendations for PARD to take as a means to reach its goals.
