Title

Consider an ordinance amending Chapter 42, Section 128, Code of Ordinances (2010 Edition), by designating a portion of Meister Lane as a school speed zone. (Second Reading)

Body

Stantec Consulting Services Inc. (Stantec) was retained by the City of Round Rock to evaluate the traffic operations and vehicular/pedestrian safety at Cedar Ridge High School located at 2801 Gattis School Road in Round Rock, Williamson County, Texas. Various existing conditions were evaluated along Gattis School Road between the limits of Double Creek Drive and Meister Lane including queuing, sight distance, and vehicular delay.

From the evaluation of the pedestrian data, traffic volumes and speed data, as well as the site investigation performed, Stantec provided several recommendations to improve traffic operations and safety within the immediate vicinity of Cedar Ridge High School. One of Stantec's recommendations was to install a reduced school zone on Meister Lane between the limits of Gattis School Road and State Highway 45 during school hours. The school zone was recommended to be placed at least 200 feet in advance of the school grounds or from both school driveways along Meister Lane. This proposal was based primarily upon the new development directly east of Cedar Ridge High School.

The Transportation department concurs with Stantec's recommendation for a school zone on Meister Lane. Further the Transportation Department requests that council consider an ordinance establishing a school speed zone along Meister Lane 200 feet north of Tall Rider Lane, and 200 feet south of Harvester Lane. The school speed limit should reduce the regulated speed from 35 mph to 20 mph during peak hours of pedestrian activity.
