Consider a resolution authorizing the Mayor to execute an Out-of-City Wastewater Service Agreement with the Hutto Independent School District.

Veterans Hill Elementary School, which is part of the Hutto Independent School District (ISD), has requested Out-of-City wastewater service. Veterans Hill Elementary School is located at 555 Limmer Loop which is adjacent to, but outside of Round Rock’s extraterritorial jurisdiction (ETJ). The school has been operating a septic system to treat their wastewater; however, their septic system is now experiencing problems.

The school is located adjacent to a City of Round Rock wastewater manhole which could be used to provide gravity wastewater service. The school would be responsible for all work associated with connecting to the City of Round Rock manhole. The City of Hutto does not have any existing wastewater infrastructure located within a close proximity to the school.

The school has agreed to pay a wastewater connection fee of $33,584.00 which represents 16 living unit equivalents (LUEs) of wastewater service. The school will pay the monthly utility rates in accordance with Chapter 44, Article II of the City of Round Rock ordinances. The City of Round Rock will bill the school monthly based on their winter water average as provided by Jonah SUD.
