Consider a resolution authorizing the Mayor to execute Amendment No. 1 with Lone Star Paving for the 2017 Street Maintenance Program Chip Seal Project.

 

Body

We are struggling with a paving project that has become a public safety concern. An attempt on 2 separate occasions to place a commercial grade “chip seal” on a section of University Blvd. between AW Grimes and County Road 110 failed. Those efforts were part of a contract between the city and Lone Star Paving that was approved by council on July 13, 2017. In the most recent effort to move beyond the failures, the contractor milled off 1 ½ inches of existing asphalt, which then would have required us to seek a quantity adjustment for the final chip seal. However, the milling exposed some additional issues with the existing base pavement, now requiring another round of milling.

 

City staff continually receives communications from the general public and public safety agencies about the unsafe conditions that currently exist. It is urgent that we move to the next round of milling and surface treatment to put the road back in a condition that improves safety. In the interests of time and public safety, we are seeking a contract adjustment of $192,000 to complete the next round of milling and the final chip seal. Without the contract amendment, the total milling expense of $192,000 will breach the 25% contract overrun and would not leave the necessary funds in the contract to complete the chip seal.

 

Cost: $192,500.00
