Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County regarding the storm water system improvements in the vicinity of the Greenfield and Oak Bluff Estates Subdivisions.

Body
Flooding has occurred in the Oak Bluff Estates neighborhood, which is located within the City’s corporate limits, and in the Greenfield neighborhood, which is located just outside the City’s corporate limits. These neighborhoods abut one another and are served by a common drainage conveyance system. In response to these common characteristics, the City and County entered into an Interlocal Agreement (ILA) in April 2016 for each entity to contribute approximately $40,000 for engineering and surveying services to analyze the system, to explore solutions, and to develop improvements construction drawings. It became apparent that the analysis was inordinately complex and that the engineering contract fell short of the engineering and surveying effort that would be required. The City subsequently added approximately $98,000 for engineering services through supplemental agreement with Lockwood, Andrews, and Newnam, Inc. (LAN) in November 2017. The engineering analysis has concluded that the flooding issues cannot be completely solved. However, it was also concluded that significant reduction in the frequency of flooding in Oak Bluff Estates would be achieved by the installation of an underground storm pipe parallel to the existing pipe along the west boundary; and in Greenfield by the installation of open channels and underground storm drains within and in the vicinity of the neighborhood.

LAN is nearing completion of the construction drawings and this new ILA will establish a County contribution of $675,000 to the construction of the improvements.
