Title
Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 2 with Alan Plummer Associates, Inc. for the Brushy Creek Regional Wastewater System (BCRWWS) East Wastewater Treatment Plant (WWTP) Expansion Project.

Body
The City of Round Rock entered into a contract with Alan Plummer Associates, Inc. (APAI) on August 10, 2017 in the amount of $1,662,593 to perform the preliminary engineering services necessary for the expansion of the Brushy Creek Regional Wastewater System (BCRWWS) East Wastewater Treatment Plant (WWTP). This project will expand the plant’s capacity from 20 million gallons per day (MGD) to 30 MGD, and it will upgrade the plant’s ability to treat to a higher level to meet stricter TCEQ permit requirements.

The preliminary engineering is complete. Supplemental Agreement No. 1 with APAI added additional services which included surveying, geotechnical data collection, and equipment pre-selection services. These tasks were not included in the preliminary engineering and were needed before completion of the final design.

Equipment pre-selection will establish specific products and manufacturers for most of the large equipment to be designed and constructed with the plant expansion project. The amount requested under Supplemental Contract No. 1 was $500,000 bringing the total engineering for the project to $2,162,593.

This Supplemental Contract No. 2 in the amount of $7,909,514 includes and will complete the East WWTP Expansion final design during the next 24 months. This contract includes bidding phase services as well. Of the $7,909,514 in this agreement, $359,865 are for supplemental items which are sub-surface exploration, and response and modifications to Value Engineering if they are needed.

The most recent opinion of probable construction cost for this project is $101,623,000. The total engineering cost through the bidding phase will be $10,072,107 if the supplemental fees are all used. APAI has two p...
