Title

Consider a resolution authorizing the Mayor to execute Interlocal Agreement Regarding Allocation of Costs for the Expansion to the East Wastewater Treatment Plant of the Brushy Creek Regional Wastewater System with the Cities of Austin, Cedar Park, and Leander.

 

Body

This Interlocal Agreement (ILA) revises and replaces in its entirety the original ILA for the allocation of costs for the Brushy Creek Regional Wastewater System (BCRWWS) East Wastewater Treatment Plant (WWTP) Expansion Project. The original ILA was approved on July 13, 2017, and since that time several tasks have changed during the preliminary engineering phase so that a new agreement is needed. The two changes in this agreement are: 1) the re-rate of the existing WWTP was not feasible any longer so it was dropped from the project and 2) the size of the expansion project was changed from 14 million gallons per day (MGD) to 10 MGD. The re-rate language has been removed from the agreement, and the changes in the percentage ownership in the agreement has been revised as referenced in exhibit A. The City of Round Rock's additional capacity in the WWTP will be 1.2 MGD which is 12% of the cost allocation of the expansion.

The BCRWWS partner Cities of Austin, Cedar Park, and Leander will all be taking this ILA to their respective councils for consideration.
