Consider a resolution authorizing the Brushy Creek Regional Utility Authority (BCRUA) to approve an Engineering Services Contract with Walker Partners/Freese Nichols Joint Venture for the Phase 2 Deep Water Intake Final Design Project.

The Brushy Creek Regional Utility Authority (BCRUA) has planned to construct a deep water intake for the BCRUA water treatment plant (WTP). This deep water intake will help to ensure the water treatment plant has drought resistant access to Lake Travis water through the plant’s buildout capacity. This project involves the construction of a deep water intake, intake pipeline, raw water pump station and transmission main.
BCRUA Staff, along with the Operations Committee, have completed negotiations with Walker Partners/Freese and Nichols Joint Venture, as authorized by the BCRUA Board on June 27, 2018 and reached agreement on the attached Scope of Work and Professional Engineering Services Agreement for the Phase 2 Deep Water Intake Final Design Project.
The total compensation for the Engineering Services is $13,621,795, consisting of two forms of payment. 1) Engineering Services payable on a lump sum basis total $12,518,037 and include overall project management, design, bidding, agency and stakeholder coordination, and special services. This phase will be paid based on the engineer’s estimate of the percentage of the total services completed during the billing period for each task described in the contract. 2) Geotechnical Investigation is payable on a time and materials basis with a maximum amount payable of $1,103,758 and includes subsurface borings, testing, analysis and recommendations. Bid and construction phase services will be addressed separately, once construction has been approved to proceed.
