Title

Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with Seiler Lankes Group, LLC for the University Boulevard - A.W. Grimes to SH 130 Project.

Body

This City Council request is for approval of a contract to provide engineering services to develop a complete engineering package for rehabilitation of the two existing lanes and construction of two additional lanes with associated medians and turn lanes to support a four lane divided facility. This contract is to continue the project development as initially authorized by Council when CAMPO funds were pursued and awarded for 70% of the roadway construction costs. Williamson County is also sharing in the development and construction cost of this project.

This project is listed in the City's 2017 Transportation Master Plan and the Williamson County Long-Range Transportation Plan. This project is an important expansion of an east/west arterial roadway that serves to connect SH 130 and points east with IH 35 and points west.

Seiler Lankes Group (SLG) had developed a PS&E package for Williamson County back in 2016 and City staff with County concurrence has chosen to utilize this existing design work and make modifications as required to meet the Federal NEPA process. The NEPA guidelines have to be met to allow for utilization of the CAMPO construction funding. TxDOT is the entity that ensures compliance with the NEPA process. This is what is considered a "shovel" ready project and construction is anticipated to begin in the fall of FY 2020.
