Consider a resolution authorizing the Mayor to execute an Agreement with Austin HLK, Inc. d/b/a Sweep Across Texas for street sweeping services.

The City of Round Rock Transportation Department has a Street Sweeping program to reduce the amount of sediment and associated pollutants discharging into the storm water system from the roadways. The Transportation Department has contracted out the street sweeping activity and it is performed on a developed schedule. Approximately 751 curb miles of streets are maintained with respect to street sweeping services, as well as three (3) parking garages, five (5) parking lots including one (1) Public Safety Training Facility grounds.
The Invitation for Bid was advertised and sent to a total of nine (9) bidders, which included a total of six (6) Historically Underutilized Businesses (HUBs). On September 6, 2018 the City publicly opened and read aloud the bids received for street sweeping. The City received three (3) bid response for this service from Sweep Across Texas, Moore Clean, LLC, and King Dusty Sweeping, LLC.
This contract will have residential streets swept four (4) times per twelve (12) month period, Central Business District streets swept twelve (12) times per twelve (12) month period, Arterials swept eight (8) times per twelve (12) month period, and Parking Facilities eight (8) times per twelve (12) month period. The Public Safety Training Facility is to be swept two (2) times per twelve month period. The contract also allows for additional sweeps as needed or requested. The annual cost for these services is $257,714.42. This agreement is for sixty months (60) not to exceed $1,288,572.40.
After review of the bid responses, the Transportation Department would like to request the award of the contract to Sweep Across Texas.
