Title

Consider public testimony regarding, and an ordinance approving an amendment to the General Plan 2020 to modify the Future Land Use Map to allow residential development on 148 acres located at or near the intersection of University Boulevard and CR 110. (First Reading)*

Body

The subject property, approximately 148 acres, is located north of University Boulevard and east of CR 110.  It was designated for business park in 2010, with the adoption of General Plan 2020.  Its location at the far northeastern edge of the City’s planning area, close to SH 130, the business park designation was appropriate at that time.  Now that a viable residential development proposal, including single family, two-family and both low density and medium density multi-family has been proposed, a change to the residential land use designation is justified.

The Planning and Zoning Commission held a public hearing at their meeting on March 6, 2019 and voted 6-0 to recommend approval of the general plan amendment. There were six speakers at the public hearing, all of whom were opposed to the development because of existing traffic and the anticipated impact on their property values.
