Title

Consider a presentation and public testimony regarding the City of Round Rock Draft Community Development Block Grant (CDBG) Five Year Consolidated Plan (2019-2023) and the 2019-2020 Annual Action Plan.

Body

The Community Development Block Grant (CDBG) was developed in 1974 and works to ensure decent affordable housing and to provide services to the most vulnerable in our communities.  To be eligible for CDBG funding, activities must meet one of the three national objectives: 1) Benefit low to moderate income persons 2) Prevent slum or blight 3) Meet an urgent need.

The City of Round Rock is a federal entitlement community under the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program.  As a HUD entitlement community, the City is required to prepare a Five Year Consolidated Plan (CP) in order to implement any federal programs that fund housing, community development and economic development within the community.  The City of Round Rock CP covers the period from FY 2019 through FY 2023 (October 1, 2019-September 30, 2024).  The 2019 Annual Action Plan (AP) covers the period from October 1, 2019-September 30, 2020.

All requirements for public hearings have been satisfied during the development of these plans.  Public notice of this public hearing and a thirty day comment period for these plans was published in the Round Rock Leader on June 8, 2019.  The CP and AP are available for public review and for public comment for thirty days starting on June 10, 2019 until July 10, 2019.
