Consider a resolution authorizing the Mayor to execute a Contract with Prota Construction, Inc. for the Pressure Reducing Valves 2, 4, 9 and BCRUA Valve and Line Extension Project.

Pressure reducing valves (PRVs) are essential to the water distribution system and moving water from a higher pressure plane to a lower pressure plane. PRVs numbered 2, 4, and 9 in the water distribution system have exceeded their life expectancy and require replacement. These valves are housed in vaults that are deep and undersized which creates difficult working conditions for utility staff. This project replaces these PRVs and associated vaults.
In addition to the PRV replacements, additional infrastructure is required on the northwest part of the water distribution system. At the Brushy Creek Regional Utility Authority (BCRUA) Segment 3 metering station, several components were omitted from the original project and were to be installed later when necessary. With the completion of the Arterial H 16-inch Waterline Project and the upcoming Arterial H 16-inch Waterline Extension project, the addition of a flow meter, flow control valve, and additional piping are required. The addition of these items will allow the City to serve a higher pressure plane on the north side of the Stone Oak subdivision and expand the pressure plane as needed.
On May 23, 2019, contractors delivered bids to the City for this project. They ranged from $869,620.50 to $1,361,640 with Prota Construction, Inc. being the lowest bidder. The Utility and Environmental Services Department recommends the City Council to enter a contract with Prota Construction, Inc for $869,620.50.
