Consider public testimony regarding a Strategic Partnership Agreement with Round Rock Municipal Utility District No. 1.

In accordance with Texas Local Government Code the city must enter into a Strategic Partnership Agreement (SPA) with Round Rock Municipal District No. 1, which was created, annexed into the city, and zoned SF-3 and C-1a on June 27, 2019. An SPA is required where a city annexes any portion of a Municipal Utility District. A public hearing is required approximately three weeks in advance of city council's consideration of adoption of the SPA.
