Consider a resolution authorizing the Mayor to execute a First Amended Interlocal Agreement with Williamson County regarding the Oak Bluff Estates Drainage Project.

Flooding has occurred within and just outside the City’s corporate limits in the Oak Bluff Estates and Greenfield neighborhoods southeast of the Red Bud Lane/County Road 123 intersection in southeast Round Rock; a common drainage system currently serves these neighborhoods. In response, the City and County entered into an Interlocal Agreement (ILA) in April 2016 for each entity to contribute approximately $40,000 for engineering and surveying services to analyze the system, to explore solutions, and to develop improvements construction drawings. It became apparent that the analysis was inordinately complex and that the engineering contract fell short of the engineering and surveying effort that would be required. The City subsequently added approximately $136,000 for engineering services through supplemental agreements with Lockwood, Andrews, and Newnam, Inc. (LAN) in 2017 and 2019. The engineering analysis concluded that the flooding issues cannot be completely solved; but it was determined that significant reduction in the frequency of flooding in these neighborhoods could be achieved by the installation of improvements to the drainage system. LAN subsequently completed construction drawing, for the improvements in August 2019.

In November 2018, a second ILA was executed to provide for the construction of the improvements. At the time, the improvements (including payments for necessary easements) were estimated at $1,500,000 and the County’s share was established at $675,000.

The City opened bids for the project on October 22, 2019 and it is apparent that the total cost of the improvements will be approximately $1,800,000.
