Consider a resolution authorizing the Mayor to execute a Contract with Prime Controls, L.P. for the Plant Control System Replacement portion of the Brushy Creek Regional Wastewater System East Plant Expansion Project.

This project is a part of the overall 10 million gallons per day (MGD) expansion of the Brushy Creek Regional Wastewater Treatment System (BCRWWS) at the East Wastewater Treatment Plant (WWTP). The Cities of Round Rock, Austin, Cedar Park, and Leander are partnering in this expansion project. It will add a 10 MGD treatment train to the existing East WWTP.
Supervisory Control and Data Acquisition (SCADA) is a control system architecture that uses computers, networked data communications and graphical user interfaces shown on computer monitors to provide process control and management. It uses other hardware like the programmable logic controller to interface with the process plant or machinery. The entirety of the system is to provide a human/machine interface (HMI), which allows operators to easily and precisely control the plant processes over a secure system. This SCADA and HMI Programming Services project replaces the existing SCADA and HMI system.
The work in this project is divided into two phases. Phase A addresses the existing plant equipment that will remain after the treatment plant expansion. For Phase A, the City will contract directly with Prime Controls, LP, the general contractor. The work associated with Phase B will address the new plant expansion equipment. Prime Controls, LP will serve as the subcontractor to the, yet to be determined, general contractor.
On November 15, 2019, the City received three bids for the combination of the work associated in Phase A and B. The Utility Staff recommends entering into a contract of $1,310,420 with Prime Controls, LP for Phase A only. The City of Round Rock’s share for both Phases A and B will be 12% of the overall expansion project.
