Consider a resolution authorizing the Mayor to execute a Contract with Smith Contracting Co., Inc. for the Oak Bluff and Greenfield Drainage Improvements Project.

Flooding has occurred within and just outside the City’s corporate limits in the Oak Bluff Estates and Greenfield neighborhoods southeast of the Red Bud Lane/County Road 123 intersection in southeast Round Rock. The Oak Bluff and Greenfield Drainage Improvements project (the “Project”) will reduce the frequency of flooding by increasing the capacity of the common drainage system that serves the neighborhoods.

The City and Williamson County executed an Interlocal Agreement (ILA) in November 2018 to share the Project construction cost; the County’s participation amount was established at $675,000. Upon receipt of bids for the Project, the construction cost exceeded the estimate in the ILA; therefore, a related item is being submitted to Council to consider an ILA amendment to increase both the City’s and County’s participation. Under the ILA amendment, the County’s participation would increase by $135,000 for a total of $810,000.

Nine bids were received for the Project. Upon tabulation and review of the bids, City staff recommends that the City select the Alternate Bid plus the Add Alternate in order to complete all designed improvements. The Alternate Bid will substitute metal pipe in lieu of concrete pipe for the large storm sewer in the Project. Because the metal pipe is significantly less expensive, and will be easier to install within the yards of residents in the vicinity of the Project, City staff feels selection of the Alternate Bid is justified.

Bidders were notified that the Competitive Bidding Method pursuant to Texas Government Code Chapter 2269 was being applied to the Project; allowing the City to consider criteria other than bid price.
