Consider a resolution authorizing the Mayor to execute a Wholesale Water Service Agreement with the City of Georgetown.

This agreement allows for Wholesale Water Service between the City of Round Rock and the City of Georgetown. Georgetown has a need for additional treated water for the southwest portion of their water service area. Round Rock has excess capacity in its water treatment system and is willing to sell wholesale potable water to the City of Georgetown. This agreement is a positive for both Cities. Round Rock benefits because this agreement will allow us to enter into a short-term contract to sell some of the excess treated water that we do not need at this time. The revenue generated from this agreement will cover a portion of Round Rock’s debt payment on the infrastructure, as well as pay for the cost of reserving raw water in Lake Travis. This agreement will financially benefit Georgetown because it will allow Georgetown to postpone for several years the issuance of debt to construct another water treatment plant that they need on the southwest part of their service area.

In order to deliver this water, a meter vault will be installed at two separate points of delivery. The first point of entry will be located at the Highlands at Mayfield Ranch near Arterial H. Round Rock agrees to deliver firm service water up to one million gallons per day (MGD) at this location. Georgetown will pay a monthly base charge of $14,510 starting in June 2020 for reserving this capacity in the Round Rock water system. The volumetric charge will be $1.16 per 1,000 gallons of water usage.

The second point of entry will be located at County Road 175 and New Hope Road. Round Rock agrees to deliver firm service water of three MGD at this location. Georgetown will pay a monthly base charge of $43,530 starting in June 2022 or whenever Georgetown starts taking water, whichever occurs first.
