Consider a resolution authorizing the Mayor to execute an Agreement with Axon Enterprises, Inc. for the purchase of law enforcement mobile video and evidence storage.

This item is a five-year agreement with Axon Enterprises, Inc. for a law enforcement mobile video and evidence management solution. This system will replace the existing in-car video solution that was originally implemented in 2007 (upgraded in 2016) and the existing body-worn camera solution that was implemented in late 2016. The Axon Platform-as-a-Service (PaaS) solution includes body-worn cameras, in-car recording systems, implementation services, a built in hardware refresh program and unlimited cloud storage on the Axon cloud-based evidence management system.
The City sent out a Request for Proposal that received 6 responses. Each vendor's RFP response was evaluated and scored by an internal team made up of representatives from Purchasing, Police, and Information Technology. Based on these proposals, 3 vendors were chosen to move on to a 30 day field test of their solution by our Patrol Officers. For the field test, each vendor's in-car video solution was installed and tested in a patrol vehicle and associated body-worn cameras were given to patrol officers for testing. Each vendor's evidence management platform was also tested by representatives from Police and Information Technology. The final 3 vendors were evaluated and scored based on the RFP proposals and field testing performance was noted.
Following this thorough evaluation process, it was determined that the Axon Technologies, Inc. solution provided the best value and fit for the needs of the Round Rock Police Department.
Summary of Payments over the five (5) year term of the agreement are as follows:
FY2020 - $999,999.94 (General Fund - $330,000; Law Enforcement Fund - $256,000; General Self-Financed Construction - $414,000)
