Title
Consider a resolution authorizing the Mayor to execute a Contract with Thalle Construction for the Brushy Creek Regional Wastewater System (BCRWWS) East Wastewater Treatment Plant (WWTP) Expansion to 30 MGD Project.

Body
This project is for the construction of the 10 million gallons per day (MGD) expansion of the Brushy Creek Regional Wastewater Treatment System (BCRWWS) East Wastewater Treatment Plant (WWTP). The Cities of Round Rock, Austin, Cedar Park, and Leander are partners in this expansion project. It will add a 10 MGD treatment train to the existing East WWTP and provide for all of the modifications and additions to the existing plant to meet a more strict permit issued by the Texas Commission on Environmental Quality. Existing plant modifications were due in large part to expanding this treatment plant to a maximum of 30 MGD.

Final Engineering Design was completed, and City Council authorized the use of the competitive sealed proposal method (CSP) for bidding the project on November 14, 2019. Proposals were advertised and opened on February 13, 2020. Four proposals were received and subsequently reviewed by the partners and the design engineers under contract to assist in the review. The engineer's construction estimate was $112,200,000.

The results of the base bid amounts were as follows:

The proposals were then ranked by the scoring system as outlined in the bidding documents. Thalle Construction finished with the highest score.
