Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Brushy Creek Municipal Utility District for funding and construction of a raw water intake screen replacement.

 

Body

The City of Round Rock owns a raw water pump station on Lake Georgetown, which supplies water to the City’s Water Treatment Plant. Invasive zebra mussels have recently been detected in Lake Georgetown and on the intake structure of the raw water pump station. Zebra mussels have a long history of attaching in massive quantities to raw water intakes; thereby, damaging the infrastructure and restricting flow to the treatment plant facility. The City of Round Rock wishes to replace its raw water intake screens with copper alloy screens that are resistant to zebra mussels.

The Brushy Creek Municipal Utility District (MUD) owns and operates a raw water intake directly adjacent to the City of Round Rock’s raw water intake at Lake Georgetown. Brushy Creek MUD desires to replace its raw water intake screens with copper alloy screens similar to the City of Round Rock.

This agreement titled Funding and Construction of Raw Water Intake Screen Replacement is an Interlocal Agreement (ILA) between the City of Round Rock and the Brushy Creek MUD. The ILA allows the City of Round Rock to manage this combined screen replacement project for both the City and MUD.

The mobilization cost for replacing an intake screen is high due to the need for a construction barge to be mobilized onto Lake Georgetown. The ILA states that all mobilization costs will be split evenly between the City of Round Rock and Brushy Creek MUD. By combining these two projects, each entity hopes to save on mobilization costs.
