Consider a resolution approving a substantial amendment to the Community Development Block Grant (CDBG) 2019-2023 Consolidated Plan adding Code Enforcement and COVID-19 Assistance as priority needs.

This amendment to the CDBG 2019-2023 Consolidated Plan and CDBG 2019 Action Plan proposes the following:
Addition of CDBG-CV Funds (COVID) in the amount of $397,375 to include the following projects:
Public Services: Subsistence Payments for Rent/Mortgage and Utilities (Water, Gas and Electric) to assist those low income residents affected by COVID-19 for up to 3 months.
Addition of Code Enforcement as a Goal and Project that will allow the City to fund 1.5 code enforcement positions. Adding this as a Goal allows the city to fund these positions for the rest of this current year and the following year if approved by council in the next action plan.
All public comment requirements have been met. HUD gave the city a waiver that allowed public comment to be no less than 5 days. Public comment period was from June 18, 2020 to June 25, 2020.
