Consider a resolution authorizing the Mayor to execute an Out-of-City Wastewater Service Agreement with Williamson County Emergency Services District No. 3 for property located at Lot 1, Block A, Section 35, a subdivision of Williamson County, Texas.

 

Body

When the Siena Municipal Utility District (MUD) was created, the properties on the northeast corner of County Road 110 and Limmer Loop were excluded from the MUD boundary. This area was excluded from the MUD under the assumption it would develop as commercial lots and would eventually be incorporated into the City of Round Rock through annexation.   

 

A property at this location, owned by Williamson County Emergency Services District (ESD) No. 3, wishes to develop the property. The property owner has requested out-of-city wastewater service from the City of Round Rock. The property is not currently located in the City of Round Rock city limits or contiguous with the current City of Round Rock city limits. The out-of-city wastewater service agreement will provide wastewater service to the property until such time as the property can be annexed into the City of Round Rock. Based on the agreement, once the property is contiguous with the City of Round Rock city limits, the property owner will voluntarily annex into the City.  

 

The wastewater generated from the property will pass through the wastewater collection system of Siena MUD before it can enter the City’s McNutt wastewater interceptor.  Therefore, a separate council action item will be submitted for approval of the pass-through agreement to allow this parcel to pass its wastewater through Siena MUD to the City. 

 

Williamson County ESD No. 3, will pay a connection fee of $16,792 which is equivalent to the calculated wastewater impact fee for eight living unit equivalents.
